Queensland Driver Licence new rules Curfews and 12 month learners

Queensland is set to introduce new rules for new drivers, including night curfews, passenger restrictions and the banning of high-powered cars in 2007. Part of the new rules includes a huge 100 hours of supervised learner driving will be enforced before taking the drivers test while Queensland Transport said that talking on hands-free mobiles while at the wheel will be illegal for many young Queenslanders from July 1, when the tough new reforms are introduced! Even with a hands-free! How completely stupid.
Queensland is also set to finally introduce P-plates to go along NSW and VIC, also learner licence period is set to double to 12 months in what is set to become the nation’s most rigid licensing system. The legislation will apply to provisional and learner drivers under 25. New drivers over that age will also be subjected to some of the new requirements.
The main changes to the system coming into effect in July 2007 are:
- lowering the minimum learner age to 16 and extending the licence period to 12 months
- gaining 100 hours of certified supervised on-road driving experience for learners under 25s
- restricting all mobile phone use, including hands-free, blue-tooth accessories, and loud-speaker functions, for learner and P1 provisional licence holders under 25
- restricting mobile loud-speaker functions for supervisors and passengers of learner and P1 provisional licence holders under 25 while under instruction
- motorbike learners will be required to hold a car provisional licence for 12 months prior to gaining a motorbike learner licence
- introduction of a two-phased P1 and P2 provisional licence system
- compulsory L plates (a black L on a yellow background) and P plates (a red plate for P1 and green plate for P2)
- peer passenger restrictions (only carrying one passenger aged under 21) from 11pm to 5am for P1 under 25
- high-powered vehicle restrictions for provisional drivers under 25
- after 12 months on P1, licence holders must pass a hazard perception test to progress to P2
- late night driving and other restrictions for disqualified and suspended young drivers
Queensland transport says that too many young people are dying on Queensland roads, with 17-24 year olds one of the most at-risk groups. In 2005 just 13 per cent of our drivers were young people, and yet 32 per cent of our road toll 106 fatalities came as a result of young driver crashes. This statistic is being used by QLD Transport to push down these new and extreme laws.
Queensland Transport and Main Roads Minister Paul Lucas said opposition to the “tough new line” was expected.
“We realise some of these changes won’t please everyone, particularly young people, but their lives are at stake and we have had to make hard decisions,” Mr Lucas said.
State driver groups, including the RACQ and MTAQ, had been instrumental in shaping the reforms, he said. Queensland Opposition Leader Lawrence Springborg said some of the new licensing measures were over the top.
“In a decentralised state such as Queensland, several of the rules will be extremely difficult to enforce and will be open to abuse,” Mr Springborg said.
“What’s more, the reforms discriminate against new drivers under 25 by being fairly lenient on new drivers over that age. Confidence on the roads comes down to driving experience, not age.“
RACQ spokesman Gary Fites said restricting the use of high-powered vehicles would be hard to monitor.
“It was the only one of the new measures that we (the RACQ) weren’t so sure about,” Mr Frites said.
I am located in Queensland and although these rules don’t apply to me I have to say, honestly, the more rules and regulations that are put in place to limit Young Drivers from driving, the worse things will get. I would like to see the police enforcing the high-powered cars rule. For a start, who will classify what cars as high powered? What will constitute a high powered car? Will it be a blanket No V8s, no Turbocharger, no Supercharger approach? Would that mean kids can’t drive their parents Nissan Patrol? Or take the landcruiser for a spin? What about dad’s V8 commodore? How will that work?
I would like RACQ to tell me if one single person under 25 was even consulted for these changes, 12 month learners period is simply just stupid. The longer the period the more chance of learner drivers on the road without a license. 12 months is just enormous! If you are getting your learners you are keen to get your drivers license and whilst I agree that not everyone with a drivers license knows how to drive, I can’t imagine why RACQ and QLD transport are only targeting young drivers!
There are plenty of older drivers who are more of a menace than young drivers, why not introduce:
- compulsory defensive driving courses
- compulsory safety courses
- change the driving test so its more set for the real world as oppose to following a few basic rules
Why is that the driving courses still require drivers to do a parallel park when they never teach you what todo if your aquaplaning the car of it you’ve lost control in the wet, or how to deal with a car with ABS etc etc? Why does the QLD government always take the easy way out of trying to fix the road toll problem. Its not a two step process of putting more speed cameras and tougher laws. There needs to be more education for younger drivers and less restrictions. Many young Drivers will always want to speed, so why not give the chance to do just that in a safe environment?
Furthermore, 100 hours of supervised learning before taking the test? Are they serious? Who can afford that! What if the young driver going for his or her test doesn’t have their parents car to practise on? Are they going to pay $40/hr for 100 hours to get that log book filled up? Thats $4,000!
What about the complete lack of attention to older drivers who are also a menace on the road? Why isn’t there new regulation to require a special 4WD license for people to drive big 4WDs in the city? There needs to be understanding by the Government and RACQ (whom I have now lost all utter respect for) to realize that young drivers are not the source of the problem. Sure they might have a higher accident rate, but thats mainly due to lack of experience and 100 hours of paid lessons is simply over the top, instead of the 100 hours they need to make the driving test much harder, and include real world situations in a proper testing environment on a track so they can take the car out of control. If they want safety, this isn’t the solution.

im 1 and a half months away from getting my lerners and i have a massivley worked 31 skyline that i have spent well over 10 thousnd dollers on and now im being told i can’t drive it well these rules are shit ill be driving it anyway and if the cops or goverment try to stop me well to bad because i have spent all my hard earned money on this car and unless there going to give me all my money back they can go get fucked! So all u learners with turboed and v8 cars join me and drive them anyway.
So what happens if you have been waiting to get your lerners because you were born on the 31th of december?…I have a friend who will be 16 and a half on the 31st of june this year (a saturday… and qld transport closed i guess) so when she goes for her learners on the 1st of july she will be under the new laws… how stupid! That means she will have to follow all new rules even though she waited till 16 and a half to get her L’s!!!! and even worse she wont be able to get her licence ubtil 17 and a half cause she has to wait the full year… is that right!?!

THIS LAW IS BOTH UNFAIR AND VERY AGEIST! I am a female and am 16 years of age, I was actually very excited about getting my licence until I found out about this new law it really angered me. Because I no that I would be one of the many people under the age of 25 that would drive efficiently and according to the road rules! I think that personally the new law is unnecessary and worse then the law that’s in force at the moment. I agree with most people commenting against the law it is stupid to prolong the learning period for driving and unfair to target younger people who want to obtain a licence. Accidents happen all the time and no matter how you change the rules they will always happen it’s a fact, car accidents and deaths caused by them can still happen wether or not the driver is 17 or 70, wether the driver is driving a fast car or a slow car, wether the driver is male or female or wether the driver just got their licence or has had it for 40 years it makes absolutely. I’m guessing the person who made this brainless law was over the age of 25 and you must think about it everyone else who is over the age of 25 (the so called, you can drive safely age just because your older) did you drive recklessly when you were younger? Did you run red lights? Did you have an accident wether it was small or big? Did you have road rage? I can guarantee that to any person who reads this most people would answer yes and that they still even do some of those things now at the age of 17, 30, 45 or 70. It makes no difference to what the age not everyone who goes against the law is under the fucking age of 25 and did you ever think to just give out a more challenging testing process to the young people wanting to learn rather then fucking around with the whole system. You no that this new law will piss a lot of people my age off and it will cause more people to drive more recklessly because they have to wait now double time to get the licence they wanted just so they could drive to the beach or go out with some mates. You have no idea how much of a mistake this law is and how much worse the accidents will be. The government and transport people and all the other people who control this country just have no stupid idea to what they are doing some times and how it is going to effect the rest of the country you are supposed to be representing but still neglected to ask how they feel about the changes you are making for them, its so idiotic it will only make the people rebel more don’t you see that!

seriously wat about us kids who dont go to school like me im only 17 but i cant get my p’s now cos of these stupid rules! now i cant drive myself to work so i have to rely on my parents to take me 40 mins to work.. and if i was to try and rent close to work then i wouldnt be able to pay for my lessons! plus that means kids are gonna have to basically work there asses off to pay for lessons only to leave school with no money and no car! WELL DONE guys first class fuck up if u ask me uve managed to take all the dissadvantages of getting ur licence from every state and put them into one!
you know that the 100 hours of supervised driving doesn’t have to be done with an instructer…its supervised because you have to have someone in the car with you for example your parent…so its not going to cost $4000-5000… and if you do have a driving lesson that one hour that the lesson goes for counts for 3 hours in your log book ..the way i understand it from reading the Queensland Transport site http://www.transport.qld.gov.a.....ar07v2.pdf is that if you get your P’s before July 1st none of these laws apply to you anyways…
I came across this site by accident, I am delighted to know that finally young motorists will be required to complete intensive driving training before having the PRIVLEDGE to drive vehicles.
I understand that many people regard these new laws of safety as an inconvience, and costly. However driving is not a RIGHT, it carries with it RESPONSIBILITY that will be obtained by these new laws.
I also agree that all motorists regardless of age need to be able to demonstrate safe driving skills, and have a medical check to ensure they have not lost ability to remain safe behind the wheel.
I also feel that part of driver training and maintaining a licence, drivers should also be required to maintain a current First Aid Certificate as part of their licence.
To obtain a Drivers Licence is costly, so is buying a car, so is paying for rehabilitation or funerals after being injured in a MVA. It is also a greater inconvenience to be dead or be left with life-long injuries as a result of an MVA.
I know, I have suffered greatly because of another motorists neglect behind the wheel. I was driving my car safely. My life will never be the same again, my injuries are permanant, but at least I am still alive.

Hey, Iam steve and iam 17 and ride motorcycles as my form of transport. I have been riding motorcycle since i was 3 years old and have been racing in 125 and 250 road production class for the last 8. After reading what is going to happen to people before they can get there motorbike licence, ithink is just stupid. Why make people wait till they have had a car licence for 1 year before they can even go for there bike learners?
Anyway if u pen pushers in government want to help improve the road toll you should really sit down and read throught the cr*p that you are inforcing. Every person wants to speed and test there car or bike out u cant stop that no matter how hard u try. I think you should really consider speeding a few dollars on building proper and safe places for people to speed and test there car or bikes out. As i race bikes i know that a track or drag stip is alot safer if something goes wrong, so why not build some more places for young people to hang out and be able to speed and drift and drag in a safe well supervised place that is afordable and fun. As i know after going 240kph down the back stright and draging the knee along the grond at 160kph at Queensland raceway speeding on the raod just feels like shit and very dangerous. All you desk freaks in government should really get out and go to some of these places and really talk to the people that drive and ride on the track and on the road and maybe give it a go your self in your car and see just how fun and safe speeding can be.

i am currently 16 my birthday is on the 5th of march and i would be gettin my learners on the 5th of september, with these new laws coming in july do i get my learners then? and have to have them for a year making me older then 17 to get my p’s. if this is the case then it is unfair i believe. i wouldnt mind if i got them in july and still could go for my p’s in march when im 17.
or will i just be on the old laws?
also that motor bike rule not allowing us to have them after me get out car p’s really does stink. what if i wanted to before my car licence?

i think that it was about time these new laws came in, i have a 19yr old still has a learners has over $1,000. in fines for no license driver and no L plates. and a son 17 nerely 18yrs got his license in September 2006 now driving on 1 yes one point for speeding fines . he liked to do 76kml in 60kml zones.

It seams to me that there is not one person in government that listens to teens, and to think they want us to listen to them and do what they say,makes me sick. So unfair is all i can say. I’m sorry but just because you all think you are bullet proof and old enough to rule the world at 16, 17 and 18 means none of you really no about driving politics or life so you all really need to face reality and understand that these rules and regulations are for your own safety and even if it does only save one or two teens a year then I thank them so why don’t you all think about the fact that many people out there have lost love ones from car/ road accidents and think about others and if you can’t then your not mature enough to go for your licence.

Hi all. im 15, nearly 16 and im going to be affected with these laws. i can tell you know that these shit new laws that are going to come into affect for millions of teenagers is going to become a HUGE disarster for it will make them breack the laws more oftens or not even get a learners. plus why are they so against people under 25, its about experience people not fucking age, people over 25 are just as a danger as we are just like all the guys who make up all these stupid laws. why dont you all use your brains for once and think of what we are going to do with these new laws. i know where id like to to put.

tho i also agree that defence driving courses should be count as hours, thats been over looked. and rules should apply to over25’s as well.
These laws have been enforced in NSW for a while now. For those of you who honestly think these laws are ’stupid’ ‘useless’ ‘dumb’ or what ever else you want to call them are a little on the uneducated side of things. In NSW learners can only drive a maximum of 80km’s EVER.. Red P’s (first year provisional) can only drive a maximum of 90km’s EVER… 2nd and 3rd year (green) p’s can only drive a maximum of 100km’s EVER. oh and they cant drive v6, v8, supercharged or turbos (excludes diesels). So you think having to log 100 hours, not being allowed to use a phone, cant drive a high performance or modified vehicle is bad HA I feel for those people who MUST drive at 80km’s on a 110km road! And don’t worry if you already have your license and a high performance or modified vehicle you can keep them, these laws only effect learners and Provisional licensees to be. These laws came into effect today regardless of what the 15, 16 and 17 year olds of QLD think. And you know why… you have to earn the right to drive
Re P Plates,
I cannot believe the negative concerns re the new rules on P plates. Queensland drivers are fast becoming if not already the worst drivers. P Plates are there to help to protect these idiots on the roads, and I have only seen 1 p plate driver since july 1. Goes to show how arrogant these drivers are. not even displaying them. We came back from the gold coast on the M1 the other week, we were on the speed limit, but cars, trucks and 4 Wheel drives passed us as if we were standing still. If I ever see a accident and it involves a speeding driver that I have seen speeding, you can rot mate. It is about time Queensland drivers grew up. Just have a look at the accident every moring on our roads, because the idiots we have on the roads are in a hurry to get from a to b and sitting to close other words tailgating and they deserve all they get, but the thing is they involve innocent people, but they do not care. I bet they would care if it was their mother, father, brother or sister. Grow up Queensland. I am also interested in the speed limit for P platers.?

I’ve had my (turbocharged) car since 1999, before the first set of vehicle restrictions came in…. it said that if I owned the vehicle before July 1st 2001 I am exempt… now it says before July 1st 2005!? Im sending off an exemption letter so I can drive it on my P’s ASAP…. I’ve driven the car for the lasy 6 years so they better let me be exempt from these stupid rules!
The RTA should put more effort into fixing our roads… that’s probably why people loose control of thier car.

I am a 30yr old mum and have held my learners for a year during which time I saved every spare penny for a car, I have had well, well over 100 hours driving experience. My licence expired in august, I renewed it 2 weeks later I have found out that I now have to hold it for another year, how absurd! How much driving experience do I need? I am 30 and don’t have a spare year of life to waste and I’m shore others don’t either, I’m furious, these laws are affecting everyone in a negative way not just the young. I am now hoping I can apply for an exemption, does anyone know if I can? Or perhaps done this. Thanks.
